The International Organization for Migration (IOM), established in 1951, is a leading UN agency dedicated to promoting humane and orderly migration. It works with governments and partners to save lives, protect migrants, and facilitate pathways for regular migration. The Finance Officer role is based in San Jose, Costa Rica, supporting the Country Office's budgetary and financial functions under the supervision of the Chief of Mission and Head of Resources Management Officer.

Job Purpose

The Finance Officer is responsible for supporting and coordinating the budgetary and financial functions of the IOM Country Office in San Jose, Costa Rica. This involves close collaboration with the Regional Office and Headquarters' Department of Financial and Administrative Management. The role ensures compliance with IOM's financial rules, regulations, and procedures, and supports program/project managers in financial management throughout the project cycle. Key contributions include accurate accounting, timely financial reporting, budget preparation, and maintaining effective internal controls to ensure the financial integrity and operational efficiency of the Country Office.

Responsibilities

The Finance Officer will provide comprehensive financial management support, including monitoring expenditures, overseeing budget control, and ensuring accountability for all Country Office activities. Responsibilities include performing financial analysis of programs/projects, implementing internal controls, and maintaining accurate financial records in the ERP system. The role involves assisting in monthly accounting closures, preparing annual and project budgets, and inspecting payroll allocations against budgets. Additionally, the Finance Officer will coordinate program/project financial reports, liaise with relevant IOM units, and supervise Finance Unit staff. Forecasting cash flows, verifying donor fund receipts, and contributing to procedural improvements and staff training in finance and compliance are also key duties. The role includes supporting financial audits and performing other assigned tasks.

Work Experience

Required experience includes accounting, financial management, and reporting; preparing financial and management reports; working with international institutions; and internal control assessment or audit. Previous experience in the region or in emergency operations is considered an advantage.

Skills

Required skills include knowledge of International Public Sector Accounting Standards (IPSAS) and proficiency in MS Office. Knowledge of IOM/UN accounting systems and procedures, as well as familiarity with financial oversight and public administration, are considered distinct advantages.
