Job Purpose
This Supply Chain Associate (Procurement) position is crucial for managing the organization's resources effectively. The role involves overseeing procurement processes to ensure the timely and cost-effective acquisition of necessary goods and services. By coordinating with various departments and external vendors, the associate will contribute to the smooth operation of IOM's mission in Venezuela. The position supports IOM's commitment to providing services and advice to governments and migrants, ensuring that resources are utilized efficiently to support humanitarian efforts and promote orderly migration. The role is integral to maintaining the operational capacity of the IOM office.
Responsibilities
The Supply Chain Associate (Procurement) is responsible for managing procurement requisitions, verifying completeness, and obtaining necessary information. This includes preparing, reviewing, and issuing tender documents (RFQs, RFPs, ITBs), analyzing bids, and supporting the evaluation process. The role involves negotiating terms with selected suppliers, preparing purchase orders and contracts, and coordinating authorisations. Monitoring the status of requisitions, ensuring timely delivery of goods and services, and coordinating with receiving units are key duties. The associate will also review vendor invoices, prepare payment requests, and maintain procurement records. Market surveys to identify and evaluate new suppliers, managing contractual agreements, and coordinating utility payments are also part of the responsibilities. Additionally, the role involves performing supply chain tasks related to asset management, warehousing, and transportation, coordinating fleet operations, and providing guidance to junior staff.
Work Experience
Required experience includes procurement and logistics, working with vendors and service providers, and asset management processes. Experience with IOM/UN Procurement and Logistics Rules and Procedures, and working in an international organization, are considered advantageous.
Skills
Key skills include high computer literacy, the ability to work with national and international institutions, and proficiency in preparing clear and concise reports. Excellent communication and negotiation skills are essential, along with the ability to establish realistic resource requirements to meet organizational needs.
