Organizational Context

The International Organization for Migration (IOM) is the UN Migration Agency, established in 1951. With 174 member states, it promotes humane and orderly migration, assisting with operational challenges, advancing understanding of migration issues, and upholding the dignity and well-being of migrants. This role supports the IOM Libya Mission's supply chain activities.

Job Purpose

This role provides essential support for the IOM Libya Mission's supply chain activities, operating under the direct supervision of the Supply Chain Officer and overall guidance of the Head of Supply Chain unit. The position requires close collaboration with various project managers to ensure the effective implementation of procurement and logistical operations. The purpose is to contribute to the mission's ability to meet operational challenges related to migration and mobility by ensuring timely and efficient procurement and delivery of goods and services, thereby supporting IOM's mandate to assist migrants and mobile populations.

Responsibilities

Assist in planning and implementing procurement and logistical needs for humanitarian activities. This includes organizing and maintaining systems for procurement, supply, contracting, documentation, and asset control. Support the consolidation of office procurement requirements to optimize purchasing power and analyze procurement requests. Ensure accurate completion of Purchase Requisition Forms and Purchase Orders, verifying financial authorization and fund availability. Assist in identifying and evaluating vendors based on performance, quality, and value. Participate in the bidding process, ensuring compliance with organizational standards and donor mandates. Track purchase order status and communicate delivery timelines. Verify received goods and services against purchase orders and contracts. Ensure newly procured assets are registered and managed appropriately. Prepare property lease contracts and rental agreements. Maintain and update the archiving system.

Work Experience

A minimum of two years of progressive professional experience in procurement, administrative services, or a related area is required. Experience in procurement, contract management, within the UN system or an international organization is desirable. Experience with ERP systems for purchasing/supply chain and professional certification (e.g., CIPS) are also desirable.

Skills

Proficiency in MS Office applications (Word, Excel). Ability to work effectively with diverse colleagues, manage multiple tasks under pressure, and maintain accuracy. Strong organizational skills and a results-oriented approach.
