Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN-related agency focused on migration. It collaborates with governments and partners to promote humane and orderly migration, protect displaced persons, and facilitate legal pathways. This role operates within the Coordination Office for the Mediterranean, supporting operations in Italy and Malta under the supervision of the Director and Chief of Mission.
Job Purpose
This role is crucial for ensuring the effective and efficient supply chain operations supporting IOM's mission in Italy and Malta. The incumbent will manage procurement processes, monitor deliveries, process vendor payments, and maintain accurate records, contributing to the seamless delivery of IOM's services to migrants and governments. By overseeing procurement, asset management, and fleet operations, the position directly supports the organization's ability to respond to displacement, provide essential services, and facilitate orderly migration, aligning with IOM's mandate to promote humane migration for the benefit of all.
Responsibilities
The Supply Chain Associate is responsible for managing the end-to-end procurement process, including receiving and verifying requisitions, preparing tender documents, soliciting bids, and coordinating with selected suppliers. This includes preparing purchase orders and contracts, and confirming delivery terms. The role involves monitoring the status of open requisitions, ensuring timely delivery of goods and services, and coordinating with receiving units. Additionally, the Associate reviews vendor invoices, prepares payment requests, and liaises with the Finance Unit for timely payments. Maintaining accurate physical and electronic procurement records, conducting market surveys to identify new suppliers, and managing contractual agreements are key duties. The position also involves performing supply chain tasks related to property and asset management, warehousing, insurance, maintenance, and transportation, as well as coordinating fleet operations and providing guidance to junior staff.
Work Experience
Required experience includes procurement and logistics, working with vendors and service providers, and managing asset processes. Experience with IOM/UN Procurement and Logistics Rules and Procedures, and working within an International Organization, are considered advantageous.
Skills
High level of computer literacy; ability to work with national and international institutions; strong report writing skills; excellent communication and negotiation abilities; capacity to establish realistic resource requirements.
