Job Purpose
This consultancy aims to conduct a comprehensive national mapping and analysis of existing protection systems in Kyrgyzstan for vulnerable migrants, children, and trafficking survivors. The purpose is to identify strengths and gaps in legal frameworks, policies, procedures, and service delivery. The findings will inform the development or refinement of user-friendly Standard Operating Procedures (SOPs) and guidance materials tailored to Kyrgyzstan's context, ultimately strengthening protection systems and improving outcomes for vulnerable individuals on the move. This national-level initiative complements a parallel regional assessment, providing in-depth country-specific insights to enhance protection mechanisms.
Responsibilities
The consultants will deliver a comprehensive national mapping report and develop draft Standard Operating Procedures (SOPs) or guidance documents. Key responsibilities include conducting a desk review, developing research questions, mapping documents and data sources, and identifying target informants. They will collect data through interviews and focus groups, assess implementation gaps, and map service provision. The consultants will analyze how existing systems address vulnerable sub-groups and identify priority needs for SOPs and guidance. They will also organize and facilitate a validation workshop to discuss findings and recommendations, and finalize the mapping report and SOPs based on stakeholder feedback. Throughout the assignment, regular informal updates will be provided to the project manager.
Work Experience
Requires at least 5-7 years of professional experience in migration, human trafficking, child protection, or social protection. Demonstrable experience in policy/legal analysis, qualitative research, and conducting assessments is essential. Prior experience in Kyrgyzstan or Central Asia is highly desirable.
Skills
Expertise in migration protection, legal/policy analysis, qualitative research, and assessment. Strong analytical writing and facilitation skills. Ability to work independently, manage workload, and maintain ethical standards. Fluency in Kyrgyz/Russian is required; English proficiency is highly desirable.
