Consultants to Conduct National Mapping
Organizational Context
The International Organization for Migration (IOM), a UN agency established in 1951, promotes humane and orderly migration. Working with partners, IOM protects people on the move, drives solutions to displacement, and facilitates migration pathways. This role is within IOM, focusing on strengthening protection systems for vulnerable migrants in Central Asian countries, specifically Kyrgyzstan.
Job Purpose
This consultancy aims to conduct a comprehensive national mapping and analysis of Kyrgyzstan's existing protection-related legal frameworks, policies, standard procedures, practical tools, and service delivery mechanisms. The purpose is to identify strengths and gaps in the current system for vulnerable migrants, children affected by migration, and survivors of human trafficking. The findings will inform and support the development or refinement of user-friendly Standard Operating Procedures (SOPs) and guidance materials tailored to Kyrgyzstan's context, ultimately strengthening protection systems and improving outcomes for vulnerable migrants. This national mapping complements a parallel regional assessment, providing in-depth country-specific insights to enhance effective, system-wide protection.
Responsibilities
The consultants will be responsible for delivering several key outputs over approximately 16 weeks. This includes preparing an Inception Report detailing methodology and initial findings, and providing an Interim Data Collection Update. A comprehensive Draft National Mapping Report will be produced, followed by facilitating a Validation Workshop to gather stakeholder feedback. The consultants will then finalize the National Mapping Report and develop draft Standard Operating Procedures (SOPs) or guidance documents based on the mapping findings. Finally, they will deliver the validated, final SOPs/guidance documents. Throughout the assignment, consultants will maintain regular informal updates, ensure all outputs are high-quality and delivered on time, and facilitate workshops and meetings, upholding ethical standards and professionalism.
Work Experience
Requires at least 5-7 years of professional experience in migration protection, human trafficking, child protection, or social protection. Demonstrable experience in policy/legal analysis, qualitative research, and conducting assessments is essential. Prior experience in Kyrgyzstan or the Central Asia region is highly desirable.
