The International Organization for Migration (IOM), with EU funding, supports the 'Strengthened Service Delivery Systems for Improved Migration Management and Sustainable Reintegration' project. Job Purpose
The purpose of this role is to facilitate structured, multi-stakeholder consultations at both divisional and national levels, as part of the IOM-EU funded project 'Strengthened Service Delivery Systems for Improved Migration Management and Sustainable Reintegration'. Divisional consultations will gather inputs from migrant communities, aspirant and returnee migrants, their families, government, and CSOs to inform evidence-based, locally relevant operational strategies and ensure local voices are heard. Building on these divisional outcomes, the national consultation will engage policymakers to develop an inclusive action plan. This action plan is crucial for the effective operationalization and implementation of the relevant objectives of the National Action Plan (NAP) for the Global Compact for Safe, Orderly and Regular Migration (GCM), thereby contributing to improved migration management.
Responsibilities
The Facilitator will undertake comprehensive preparatory work, including the development of a detailed workplan, a robust consultation methodology, and standardized agenda templates. This also involves meticulous stakeholder mapping to identify and engage all relevant parties at both local and national levels, ensuring diverse representation and inclusive participation in the consultation process. A primary responsibility is to prepare compelling presentations and skillfully facilitate eight divisional-level consultations. This requires effective coordination with various local stakeholders to ensure smooth execution and productive discussions. Following each workshop, the Facilitator must produce concise and accurate summary reports within ten days, documenting key findings, discussions, and emerging recommendations from each divisional consultation. Additionally, the role involves facilitating a crucial national-level consultation, bringing together policymakers and other high-level stakeholders. Post-event, the Facilitator is responsible for preparing a comprehensive event report within ten days, which must clearly identify and articulate at least five priority areas for intervention. These priorities will be crucial for the operationalization of the National Action Plan for the Global Compact for Safe, Orderly and Regular Migration (GCM), ensuring actionable outcomes from the consultations.
Work Experience
A minimum of five years of experience is required in facilitation, stakeholder engagement, and policy consultations. Candidates should also demonstrate experience in migration governance, development planning, or other relevant thematic areas.
Skills
Required skills include strong analytical and documentation capabilities. Excellent communication skills are essential, proficient in both English and Bangla, to effectively engage diverse stakeholders and convey complex information.
