Development of Operational Guidelines for the Implementation of the National Action Plan (NAP) for the Global Compact for Safe, Orderly and Regular Migration (GCM) 2026-2030
Organizational Context
The International Organization for Migration (IOM) in Bangladesh, funded by the European Union, is supporting the Government's National Action Plan (NAP) for the Global Compact for Safe, Orderly and Regular Migration (GCM). This project aims to strengthen migration governance and migrant protection by developing operational guidelines through multi-stakeholder consultations at divisional and national levels.
Job Purpose
This role is crucial for the effective operationalization of Bangladesh's National Action Plan (NAP) for the Global Compact for Safe, Orderly and Regular Migration (GCM) for 2026-2030. The primary purpose is to facilitate structured, multi-stakeholder consultations at divisional and national levels to identify priority areas, assess feasibility, and generate practical recommendations. The ultimate goal is to support the development of a comprehensive operational guideline that translates the GCM NAP's objectives into implementable actions, ensuring inclusive and participatory engagement with government, local authorities, civil society, migrant communities, and other key stakeholders.
Responsibilities
The consultant will be responsible for developing a detailed work plan, consultation methodology, stakeholder mapping, and agenda. This includes preparing consultation materials and facilitating three divisional-level consultations, documenting findings, and preparing reports. A draft outline of the Operational Guidelines will be developed based on these consultations. The role also involves facilitating a national-level consultation to validate the draft guidelines, incorporating feedback from all stakeholders. Finally, the consultant must submit finalized Operational Guidelines, a Bangla-translated version of the GCM NAP, and a comprehensive report identifying at least five priority intervention areas and a framework for future action, coordination, and stakeholder engagement.
Work Experience
A minimum of 5 years of experience is required in facilitation, stakeholder engagement, and policy consultations. Demonstrated experience in migration governance, development planning, or related thematic areas is also necessary.
Skills
Strong analytical and documentation skills. Excellent communication skills in English and Bangla. Experience in facilitation, stakeholder engagement, and policy consultations. Knowledge of migration governance and development planning.
