IOM, a UN-related organization since 1951, promotes humane and orderly migration. In Albania, migration governance is a priority, with ongoing EU accession negotiations requiring alignment with EU standards. This project, funded by the Italian Agency for Development Cooperation, aims to leverage the Albanian diaspora's expertise to support the country's EU integration and development by facilitating knowledge and skills transfer to relevant institutions.
Job Purpose
This consultancy role supports Albania's EU accession process by leveraging the expertise of the Albanian diaspora. The objective is to facilitate knowledge and institutional best-practice transfer between Albania and the EU, strengthening the capacities of relevant stakeholders. The consultant will provide technical expertise, capacity building, and international knowledge transfer to line ministries, agencies, and local government bodies involved in EU accession negotiations and the implementation of the National Plan for European Integration. This engagement builds upon previous initiatives and aims to enhance Albania's ability to meet EU standards, foster accelerated development, and improve migration governance, ultimately contributing to the country's sustainable economic growth and convergence with European standards.
Responsibilities
The consultant will support line ministries in strengthening public administration for legal approximation and harmonization with the EU Acquis. Key responsibilities include reviewing and assessing EU priorities and national legislation to identify gaps, advising on alignment steps, and drafting legal frameworks. The role involves providing on-the-job training to ministry staff on EU Acquis and legal alignment processes, including preparing concordance tables. The consultant will also contribute to the development, implementation, and monitoring of Albania's EU negotiation priorities and the National Plan for European Integration, collaborating with stakeholders to meet EU benchmarks. Additionally, they will provide targeted training on EU integration processes, support coordination of EU integration efforts, offer methodological guidance for approximation and transposition of the EU Acquis, enhance negotiation capacities, and develop a comprehensive compliance assessment framework. Comparative analysis of national laws with EU Member States and contributing to the translation and harmonization of EU legislation are also key duties.
Work Experience
A minimum of three years of relevant professional experience is required. Experience in research, conducting similar assignments, working with EU institutions, analyzing institutional processes, drafting policy documents, and knowledge of the Albanian legal system are preferred or considered assets. Familiarity with EU-Albania relations and diaspora engagement is also beneficial.
Skills
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint). Strong analytical, problem-solving, team-working, and leadership skills. Excellent written and oral communication abilities, with experience presenting research and reports. Effective communication with diverse stakeholders, including public and local authorities. High commitment, adaptability, flexibility, and attention to detail. Strong interpersonal and intercultural skills.
