Organizational Context
The International Organization for Migration (IOM), a UN-related agency established in 1951, promotes humane and orderly migration. This role contributes to the "Strengthening response to combat trafficking in persons and smuggling of migrants in Pakistan" project, managed by IOM Pakistan's Migration Management Department. The project addresses Pakistan's complex challenges with irregular migration, TIP, and SOM.
Job Purpose
This consultancy aims to strengthen institutional coordination and enhance survivor-centered responses to combat Trafficking in Persons (TIP) and Smuggling of Migrants (SOM) in Pakistan. The role involves designing and delivering two TIP Coordination Committee workshops and six service delivery sector trainings. These trainings will cover critical areas such as Child Protection, Victim Interviewing and Return Counselling, and Case Management Approaches, aligning with national frameworks and IOM standards. The ultimate goal is to build the capacity of relevant stakeholders to effectively implement survivor-centered, gender-responsive, and child-sensitive approaches in addressing TIP and SOM.
Responsibilities
The consultant will develop an inception report detailing training methodology, timelines, and a workplan. Key activities include designing detailed training modules and materials for two TIP Coordination Committee workshops and six service delivery sector trainings (Child Protection, Victim Interviewing & Return Counselling, Case Management Approaches). This includes creating participant manuals, presentations, practical exercises, case studies, and pre/post-assessment tools. The consultant will then deliver all eight training sessions, ensuring submission of complete training packages, assessment data, and summary notes. Finally, a comprehensive final report will be submitted, analyzing assessment results, outlining key findings, challenges, recommendations, and a participant database.
Work Experience
Requires at least 5 years of experience in capacity-building and training delivery related to TIP, SOM, protection, or migration management. Demonstrated experience with IOM's Return Counseling Toolkit and Case Management Guidelines is essential. Experience with government coordination mechanisms, knowledge of Pakistan's TIP/SOM legal frameworks, and UN agency/NGO experience are also required.
