Call For Experts ( Immigration And Border Governance )
Organizational Context
Türkiye's strategic location presents significant challenges with irregular migration, making it a crucial hub for combating smuggling, trafficking, and transnational crime. IOM Türkiye's Immigration and Border Governance (IBG) Unit has been actively enhancing Turkish border control authorities' capacities since 2014. This involves strengthening legal, operational, and managerial structures and policies to align with international best practices and promote comprehensive migration management and inter-institutional cooperation.
Job Purpose
This Call for Experts aims to establish an IOM Türkiye IBG expert roster to support the implementation of current and prospective projects. Recruited experts will provide crucial technical assistance, conduct research, and contribute to the development and delivery of training programs and strategic documents. The role involves supporting activities across various components of border governance, including border controls, readmission policies, information systems, irregular migration management, and regular migration pathways. Experts will play a key role in enhancing the effectiveness and efficiency of border management systems and policies in Türkiye, aligning with international standards and promoting regional cooperation.
Responsibilities
Experts will provide technical assistance, conduct field and desk research, and perform needs assessments. Key duties include drafting training curricula, strategy papers, study visit reports, and guidelines. Experts will also contribute to the elaboration and implementation of consultations, workshops, and conferences, delivering tailor-made trainings under project manager supervision. Specific areas of expertise sought include Integrated Border Management, travel document fraud detection, interview techniques, data-driven risk analysis, airport security, health security, gender mainstreaming, human rights at borders, readmission procedures, biometric data exchange, Border Management Information Systems (BMIS), personal data protection, irregular migration management, counter migrant smuggling and human trafficking, and regular migration pathways. Soft skills such as communication, training delivery, and presentation are also essential.
Work Experience
A minimum of 10 years of relevant professional experience in the field of Immigration and Border Management is required. Experience in at least one of the specified components (border controls, readmission, BMIS, irregular migration, regular migration) is necessary. Professional experience working with relevant public institutions is also a requirement.
Skills
Excellent oral and written English skills. Excellent drafting and presentation skills. Competency in Turkish is advantageous.
