Call For Experts ( Immigration And Border Governance )
Organizational Context
Türkiye's strategic location presents significant challenges with irregular migration, making it a crucial hub for combating smuggling, trafficking, and transnational crime. IOM Türkiye's Immigration and Border Governance (IBG) Unit has been actively enhancing Turkish border control authorities' capacities since 2014. This involves strengthening legal, operational, and managerial structures and policies in line with international best practices, promoting comprehensive migration management and inter-institutional cooperation.
Job Purpose
This Call for Experts aims to establish an IOM Türkiye IBG expert roster to support the implementation of current and prospective projects. Recruited experts will provide crucial technical assistance, conduct research, and contribute to the development and delivery of training programs and strategic documents. The role involves supporting initiatives focused on enhancing border management, combating irregular migration, migrant smuggling, and human trafficking, as well as addressing aspects of regular migration and readmission policies. Experts will work under the supervision of project managers to ensure effective project execution and contribute to IOM's mandate in Türkiye.
Responsibilities
Experts will provide technical assistance, conduct field and desk research, and perform needs assessments. Key duties include drafting training curricula, strategy papers, study visit reports, and guidelines. Experts will also contribute to the elaboration and implementation of consultations, workshops, and conferences, and deliver tailor-made trainings. Specific areas of expertise sought include Integrated Border Management, travel document fraud detection, interview techniques, data-driven risk analysis, airport security, health security, gender mainstreaming, human rights at border controls, readmission procedures, identity management, biometric data exchange, Border Management Information Systems (BMIS), personal data protection, management of irregular migration, counter migrant smuggling and human trafficking, and regular migration pathways.
Work Experience
A minimum of 10 years of relevant professional experience in the field of Immigration and Border Management is required. Experience in at least one of the core components of border governance, readmission, information systems, irregular migration, or regular migration is essential. Professional experience working with relevant public institutions is also necessary.
Skills
Excellent oral and written English skills. Excellent drafting and presentation skills. Competency in Turkish is advantageous. Expertise in at least one of the six listed components (Border Controls, Readmission, BMIS/Data Protection, Irregular Migration/Smuggling/Trafficking, Regular Migration, Soft Skills).
