Senior Vendor Management Consultant
Organizational Context
The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, security and environmental protection. The Information Management Services (IMS) function is responsible for planning, developing and implementing the Organization’s information management and digital technology strategy. Within IMS, the Senior Vendor Management Consultant provides specialized expertise and leadership for ICT vendor governance, contract performance, technology cost management, procurement support and value realization.
Job Purpose
To provide specialized expertise and leadership for ICT vendor governance, contract performance, technology cost management, procurement support, and value realization. The role involves managing the ICT vendor-management framework and portfolio, analyzing contract performance and costs, and supporting procurement and contract management.
Responsibilities
Leads the ICT vendor-management framework and portfolio, develops and maintains an integrated ICT vendor portfolio, establishes vendor segmentation and governance forums, leads vendor due diligence and risk assessments, defines vendor scorecards, leads strategic vendor reviews, and develops vendor-management standards. Provides performance and costing analysis of main contracts, establishes consolidated views of ICT contracts, develops management models and total-cost-of-ownership analyses, produces management reporting on budgets and expenditure, leads reviews of quotations and proposals, and identifies and drives cost-optimization initiatives. Provides senior procurement and contract-management support, advises on sourcing strategies and procurement plans, prepares or reviews statements of work and requirements, supports RFQs/RFPs/ITBs, advises on contract negotiations and amendments, and maintains renewal and expiry plans. Strengthens governance, compliance, reporting, and digital enablement, ensuring practices align with ICAO rules, preparing reports and dashboards, maintaining documentation, designing workflows and tools, and supporting audits. Provides leadership, stakeholder coordination, and knowledge transfer, advising management on vendor strategy and risk, coordinating across departments, leading working sessions, and providing guidance to contract owners.
Work Experience
A minimum of ten years of progressively responsible experience in ICT vendor management, procurement, contract management, technology financial management, supply chain management, or a closely related field. Demonstrated experience leading vendor-governance and performance-management practices for software, cloud, hardware, cybersecurity, managed services, or IT professional services. Demonstrated experience conducting technology cost analysis, total-cost-of-ownership assessment, budget monitoring, forecasting, invoice validation, and cost-optimization initiatives.
