ICAO Roster-iPACK-Government Safety Inspector Operations — Air Operator Certification
Organizational Context
ICAO's Capacity Development and Implementation Programme provides advice and assistance in the development and implementation of projects across the full spectrum of civil aviation aimed at safety, security, environmental protection, and sustainable development. The Operational Safety (OPS) Section in the Air Navigation Bureau develops and updates Standards and Recommended Practices (SARPs) and manages safety recommendations. This role supports the Implementation Pack (iPack) delivery model, providing technical assistance to States in the certification and safety oversight of air operators.
Job Purpose
To provide technical assistance to States in the certification and safety oversight of air operators by leading and guiding national teams in the implementation of ICAO standards and recommended practices. The role aims to ensure effective air operator certification and oversight systems are developed and maintained.
Responsibilities
Lead national teams in implementing Annex 6 requirements for air operator certification and oversight. Guide teams in developing regulations, procedures, and guidance materials. Evaluate operator documentation, identify and address deficiencies in certification and oversight systems. Develop training materials for air operator inspectors. Evaluate air operator quality and safety management systems. Oversee the process for issuing air operator certificates. Manage and report on the deployment of the OPS iPack, including coordination, planning, and final reporting.
Work Experience
Considerable experience (10+ years) in a senior position within a Civil Aviation Authority's (CAA) Air Operator Certification department. Significant experience (3+ years) as a flight operations inspector with a CAA, focusing on air operator certification. Extensive experience as a flight operations inspector in areas such as inspections, audits, accident/incident investigation, safety management systems, and the safe transportation of dangerous goods. Experience in all aspects of air operator certification and oversight, including reviewing applications, manuals, and demonstrations. Experience in developing and implementing rules, regulations, operating manuals, and flight safety procedures. Experience in preparing, reviewing, and approving flight operations/training manuals and related certification documents.
Skills

Expertise in air operator certification and oversight, including knowledge of Annex 6, SARPs, safety management systems, and dangerous goods transportation. Ability to lead and guide teams, evaluate technical documentation, and develop procedural materials.
