ICAO Roster-iPACK-Government Safety Inspector — Personnel Licensing
Organizational Context
ICAO’s Capacity Development and Implementation Programme provides advice and assistance in the development and implementation of projects across the full spectrum of civil aviation aimed at the safety, security, environmental protection, and sustainable development of national and international civil aviation. The Operational Safety (OPS) Section in the Air Navigation Bureau is responsible for developing and updating Standards and Recommended Practices (SARPs) for inclusion in Annex 1 – Personnel Licensing, Annex 6 – Operation of Aircraft, Annex 7 – Aircraft Nationality and Registration Marks, and Annex 8 – Airworthiness of Aircraft. The OPS Section also contributes to the ICAO Global Aviation Safety Plan and the ICAO Universal Safety Oversight Audit Programme (USOAP). To provide technical assistance to States in establishing and enhancing their safety oversight systems to effectively implement Personnel Licensing-related SARPs, ICAO has developed the Implementation Pack (iPack) delivery model.
Job Purpose
To provide technical assistance to States in establishing and enhancing their safety oversight systems to effectively implement Personnel Licensing-related SARPs using the ICAO Implementation Pack (iPack) delivery model. The role involves leading a team to develop and maintain a Civil Aviation Authority (CAA) Personnel Licensing (PEL) system aligned with Annex 1 requirements.
Responsibilities
Lead the ICAO Government Safety Inspector — Personnel Licensing (PEL) iPack team in establishing and maintaining a CAA PEL system as per Annex 1 requirements. Develop and refine training, knowledge, and skill testing materials for flight crew and other applicants. Evaluate licence applications for completeness and accuracy. Ensure the compliance and enforcement system aligns with licence issuance, validation, and conversion processes. Lead the team in suspending or revoking licences. Coordinate, organize, manage, and report on the successful deployment of the PEL iPack.
Work Experience
Essential: Considerable experience (10+ years) in a senior position within a CAA Department of Personnel Licensing. Significant experience (3+ years) as a Personnel Licensing Inspector with a CAA. Experience in certification and oversight of Approved Training Organizations (ATOs), qualification and approval of flight simulation training devices (FSTDs), and all aspects of staff development, licensing, and licence issue/renewal. Sound knowledge of Annex 1, Annex 6, and related guidance material, as well as PEL policies, regulations, procedures, and practices. Experience in air transport operations. Desirable: Certificate in ICAO’s Universal Safety Oversight Audit Programme (USOAP CMA) CBT course, participation in PEL-related expert groups, experience developing/implementing aviation safety enhancement programs, and experience in international technical assistance projects.
