Organizational Context
ICAO’s Capacity Development and Implementation Programme provides advice and assistance in the development and implementation of projects across the full spectrum of civil aviation aimed at the safety, security, environmental protection, and sustainable development of national and international civil aviation. The Air Navigation Bureau (ANB) is responsible for developing and updating Standards and Recommended Practices (SARPs) related to air cargo certification. Within ANB, specific sections manage panels and expert groups related to cargo safety. ICAO has developed the Implementation Pack (iPack) delivery model to provide technical assistance to States in the certification and safety oversight of air cargo operations.
Job Purpose
To provide technical assistance to States in the certification and safety oversight of air cargo operations by leading the ICAO Government Safety Inspector Operations — Air Cargo Certification (ACC) iPack team. The role involves guiding the team in developing regulations, procedures, and guidance materials for certification and oversight activities.
Responsibilities
Lead the ACC iPack team in developing regulations, procedures, and guidance materials for air cargo certification and oversight. Guide the team in identifying and addressing deficiencies in the Civil Aviation Authority's (CAA) air cargo certification and oversight system. Explain the role of the CAA inspector in conducting demonstrations, inspections, and evaluating training programs for air cargo operations. Coordinate, organize, manage, and report on the successful deployment of the ACC iPack.
Work Experience
Considerable experience (ten years or more) in a senior position within a CAA Department of Air Operator and Air Cargo Certification. Significant experience (three years or more) as a safety operation inspector with a CAA in air cargo operator certification. Extensive experience as a flight operation inspector dealing with inspections, audits, accident/incident investigation, and safety management systems, including the safe transportation of dangerous goods by air. Experience in all aspects of certification and oversight of air operators, including reviewing applications, manuals, and demonstrations. Experience in developing and implementing rules, regulations, operating manuals, and flight/ground procedures for flight safety inspection and certification. Experience in preparing, reviewing, and approving flight operation/training manuals and other documents related to aircraft operation and certification.
Skills
Professionalism, Communication, Planning and Organizing, Accountability, expertise in air cargo certification and oversight, knowledge of ICAO Annexes (6, 8, 17, 18, 19), understanding of air operator manual systems, dangerous goods transportation, and safety management systems.
