Organizational Context
ICAO’s Capacity Development and Implementation Programme provides advice and assistance in the development and implementation of projects across the full spectrum of civil aviation aimed at safety, security, environmental protection, and sustainable development. The Operational Safety (OPS) Section in the Air Navigation Bureau is responsible for developing and updating Standards and Recommended Practices (SARPs) for airworthiness. The OPS Section manages safety recommendations, conducts seminars, and supports expert groups. The iPack delivery model provides technical assistance to States in airworthiness, including ICAO documents, training, tools, and subject matter experts.
Job Purpose
To provide technical assistance to States in airworthiness, specifically in the certification and safety oversight of air operators and approved maintenance organizations. The role involves leading and guiding national teams to effectively implement ICAO Annex 8 and related SARPs.
Responsibilities
Lead and guide national teams in developing regulations, procedures, and guidance materials for airworthiness certification and oversight. Evaluate applicant applications, maintenance procedures manuals, training curricula, main base inspections, and maintenance control manuals. Evaluate proposed Minimum Equipment Lists (MEL) and Configuration Design Limitations (CDL). Complete operator certificates and Standard Operating Procedures (SOPs). Coordinate, manage, and report on the deployment of the AIR iPack, including preparing reports and recommendations.
Work Experience
Considerable experience (ten years or more) in a senior position within a CAA Department of Airworthiness. Significant experience (three years or more) as an airworthiness inspector with a CAA, focusing on the certification and oversight of air operators and approved maintenance organizations. Extensive experience in airworthiness administration, certification, inspection, approval of overhaul and repair, and implementation of acceptable means of compliance. Experience in audit and surveillance duties.
