Organizational Context

Under the Director of the Capacity, Development and Implementation Bureau (D/CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation and closing of Technical Assistance (TA) and Technical Cooperation (TC) projects. The purpose of this project is to provide technical assistance to ANAC, and more specifically to ANAC and the INIPAT in order to enhance the aviation safety oversight system in Angola.

Job Purpose

To provide technical assistance to enhance Angola's aviation safety oversight system. The role aims to ensure safe aircraft operations by improving the implementation of ICAO Standards and Recommended Practices (SARPs) through corrective action plans.

Responsibilities

Perform field project coordinator functions, serve as a focal point for the ICAO team, and provide status reporting. Ensure compliance with national and international aviation legislation related to Air Navigation Services (ANS), Air Traffic Services (ATS), Search and Rescue (SAR), and PANS-OPS. Conduct inspections of ATS and SAR units, review operational procedures, validate equipment, and oversee personnel certification. Investigate incidents, recommend and implement corrective actions, and follow up on deficiencies. Prepare and submit work plans and reports.

Work Experience

Minimum 10 years' experience as an ANS ATM/SAR and PANS-OPS safety oversight inspector. Minimum 8 years as an ATS license holder with at least 2 ratings. Minimum 2 years at an ATS Supervisory Position is desirable. Minimum 2 years' experience at a supervisory position in an ANS unit (preferably Cartography or FPD). Good knowledge of Civil Aviation Rules and Regulations relating to AIS and FPD. Good knowledge of Aeronautical Information Publications, airspace layout, national geography, maps and charts, and instrument flight procedures. Familiarity with the Chicago convention, ICAO ANS and PANS, and related guidance material. Good knowledge of ICAO CMA USOAP activities.
