Organizational Context
The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, environmental protection, security and facilitation. The Field Operations Section (FOS) within the Capacity Development and Implementation Bureau (D/CDI) is responsible for developing, implementing, monitoring, evaluating, and closing Technical Assistance (TA) and Technical Cooperation (TC) projects. This role supports ICAO Member States in strengthening their ability to meet civil aviation security obligations under the Chicago Convention, utilizing ICAO's Organizational Transformation iPack.
Job Purpose
This role supports the implementation of ICAO's Organizational Transformation iPack to assist civil aviation entities in meeting their commitments. The expert will conduct organizational assessments, develop implementation plans, and provide advisory expertise on transformation processes.
Responsibilities
Conduct organizational evaluation assessments, including gap analysis and maturity assessments. Deliver phased or modular transformation implementation plans. Develop a Transformation Playbook and detailed implementation plans for priority topics. Provide recommendations for training, support, and procurement. Advise recipient entities on organizational transformation.
Work Experience
A minimum of 10 years of experience in organizational transformation or business change advisory. Progressive experience in business transformation, organizational performance measurement, and programme management. At least two years of experience in large, complex international, governmental, or global organizations within the aviation sector. Experience in managing change management and communications plans, complex cross-functional initiatives, accountability frameworks, and delegation of authority frameworks. At least five years of experience advising senior officials on strategic issues. Desirable experience includes internal process reviews/audits and the aviation industry.
