Organizational Context
Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for these projects and manages the ICAO Roster of Experts.
Job Purpose
To lead the FAL iPack team in implementing and monitoring Annex 9 Standards for aviation facilitation. This involves guiding states in establishing and improving facilitation programs, quality control, monitoring mechanisms, stakeholder collaboration, and knowledge enhancement.
Responsibilities
Lead teams in reviewing/creating frameworks for Annex 9 Standards implementation and compliance monitoring. Establish quality control activities for ongoing compliance. Develop monitoring and evaluation mechanisms to assess compliance and identify improvements. Foster collaboration among stakeholders for successful implementation. Enhance knowledge and skills of national regulatory bodies and stakeholders on Annex 9 Standards. Coordinate, organize, manage, and report on the deployment of the National Facilitation Oversight Mechanisms iPack.
Work Experience
Requires extensive senior-level experience (7+ years) in Facilitation within a government, agency, or international organization. Requires 5+ years of experience establishing and operating national air transport facilitation programs and committees. Requires 10+ years of experience and sound knowledge of regulatory aspects of Facilitation. Desirable experience includes drafting procedures/manuals, public health preparedness in aviation, airport/airline operations, border management, and working effectively from home.
