Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for Capacity Development and Implementation projects and manages the ICAO Roster of Experts.
Job Purpose
To lead teams in assisting States to implement ICAO standards and recommended practices for assistance to aircraft accident victims and their families. This involves developing national family assistance plans, evaluating facilities, and creating training programs and a web-based management system.
Responsibilities
Lead iPack teams to help States implement ICAO standards for assisting aircraft accident victims and families. This includes developing national family assistance plans, assessing legislation and regulations, identifying stakeholders, proposing draft legislation, recommending facility configurations, and developing interim arrangements. The role also involves evaluating station-specific facilities, developing communication strategies, creating training and workshops, and establishing a web-based family assistance management system with a mobile application. Coordination, management, and reporting on iPack deployment are also key duties.
Work Experience
Requires 10 years of experience at a senior level in crisis management and emergency preparedness within a government, agency, or international organization. Experience in establishing and operating national air transport facilitation programs and committees, knowledge of facilitation regulatory aspects, and experience in international collaboration for post-accident victim assistance are essential.
