Organizational Context

Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for these projects and manages the ICAO Roster of Experts.

Job Purpose

To provide expertise in Unmanned Aircraft Systems (UAS) for the development of regulatory frameworks, guidance, and training programs. The role supports national authorities in ensuring the safe and effective operation of UAS in their airspace.

Responsibilities

Develop UAS regulatory frameworks, rules, and documentation. Create guidance for implementing ICAO requirements for UAS management and supervision. Advise and support national inspectors in UAS oversight. Conduct gap analyses to identify safety deficiencies and operational risks. Develop training programs for inspectors and specialists. Design and conduct inspections to assess and recommend improvements.

Work Experience

Essential supervisory experience with a government civil aviation department in preparing and implementing flight safety rules, regulations, and procedures. Knowledge of legal responsibilities for UAS document issuance. Extensive experience as a government specialist or inspector dealing with unmanned aircraft. Experience in developing training plans for inspectors. Sound knowledge of ICAO annexes, recommended practices, and FAA/EASA regulations. Five years of experience as a CAA or safety auditor. Certified instructor for CAA inspectors and specialists.
