Organizational Context
Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for Capacity Development and Implementation projects in Civil Aviation and manages the ICAO Roster of Experts.
Job Purpose
To ensure the development, implementation, and enforcement of State Safety Programs (SSP) and Safety Management Systems (SMS) are in full compliance with State/ICAO requirements and best practices. The role involves analyzing, reviewing, and coordinating safety standards, conducting oversight audits, and recommending procedural improvements to service providers.
Responsibilities
Ensure State Safety Programs and SMS comply with State/ICAO requirements. Analyze and review standards, manuals, plans, and training for service provider oversight. Coordinate safety standards with service providers and project safety managers. Lead industry safety meetings and provide on-the-job training. Establish, monitor, and oversee service providers' SMS programs, training, and safety initiatives. Plan and conduct SMS certification oversight audits. Monitor continuous SSP implementation and service provider SMS. Recommend safety improvements to service providers. Ensure compliance with procedural requirements and effective communication of policies. Prepare departmental statements and reports on state safety requirements.
Work Experience
A minimum of ten years' experience as a Safety Management System professional/expert in the aviation industry, with at least three years as a State Safety Management System Expert in preparing and implementing State Safety Programmes. Extensive knowledge of aviation safety programs, standards, and safe operating practices is required. Professional credentials such as an FAA commercial pilot or airline transport pilot certificate, FAA mechanics certificate, or FAA aircraft dispatcher certificate are also required.
