ICAO Roster-Airport Privatization / Ops / Commercialization Expert

Organizational Context

Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for Capacity Development and Implementation projects in Civil Aviation and manages the ICAO Roster of Experts.

Job Purpose

To provide expertise in airport privatization, operations, and commercialization. The role involves reviewing revenue streams, defining commercial strategies, and developing conceptual plans to maximize airport commercial revenues.

Responsibilities

Review airport aeronautical fees and charges and other revenue sources. Define future strategies for commercial areas within passenger terminals to maximize revenue, considering passenger profiles, retail mix, terminal layout, and tenant fees. Prepare conceptual planning sketches for commercial areas/concessions. Define guidelines for developing new commercial areas and recommend concession/rental schemes. Provide new commercial revenue projections. Prepare site visit reports on existing and future commercial areas.

Work Experience

Familiarity with civil aviation fees, charges, and airport revenue generation (aeronautical and non-aeronautical). Experience with the organization of commercial areas in airports. Experience in financial management at a responsible level within a government department, airline, airport, or corporation. Experience in developing airport revenues.
