ICAO Roster-Accident Investigation Expert
Organizational Context
Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for Capacity Development and Implementation projects and manages the ICAO Roster of Experts.
Job Purpose
To provide expert consultancy and guidance on accident investigation capabilities and related regulations. The role aims to assess and improve the accident investigation framework within states, ensuring compliance with ICAO standards and best practices.
Responsibilities
Determine the status of accident investigation capabilities by reviewing reports and corrective actions. Provide consultancy and guidance to improve investigation processes. Review and advise on national legislation, regulations, and guidance materials related to accident investigation. Advise on organizational structures and training programs for investigators. Coordinate with project managers and prepare progress reports.
Work Experience
Minimum 10 years of experience in an Aircraft Accident Investigation Organization, with at least 5 years as an investigator. Experience as flight crew, airworthiness/aircraft maintenance engineer, air traffic controller, or aerodrome maintenance engineer/expert is preferred. Demonstrated knowledge of ICAO Standards and Recommended Practices (Annex 13) and relevant ICAO documents. Experience in developing national AIG legislation, establishing independent investigation organizations, conducting investigations, developing job descriptions, and training plans. Experience dealing with states having AIG shortcomings.

Experience in the development of training plans for aircraft accident investigators. Experience in dealing with States having shortcomings in AIG.
