ICAO Roster-Air Navigation Services Safety Expert /Project Coordinator

Organizational Context

Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for these projects and manages the ICAO Roster of Experts.

Job Purpose

To coordinate and manage technical assistance projects related to Air Navigation Services (ANS) safety, ensuring project objectives are met within budget and timelines. The role also involves assessing and improving a State's safety oversight capabilities in ANS.

Responsibilities

Coordinate project activities, manage staff, prepare work plans and progress reports, identify risks, and ensure project completion. Assess State safety oversight capabilities in ANS, provide consultancy on corrective actions, and assist in updating national regulations and guidance materials. Provide advice on organizational structure, staff competence, and surveillance programs for ANS safety.

Work Experience

Minimum 10 years of experience in ANS Safety Oversight within a Civil Aviation Authority, including at least 5 years in a senior management position. Experience as an air traffic controller, familiarity with related services (telecommunications, AIS, meteorology, SAR), knowledge of ICAO Standards and Recommended Practices, and experience in developing national regulations, safety oversight systems, inspections, job descriptions, and training programs are required. Completion of ICAO USOAP CMA Competency-based Training (CBT) in ANS is also required. Demonstrated understanding of major safety and security trends in civil aviation is essential.
