Organizational Context
Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for these projects and manages the ICAO Roster of Experts.
Job Purpose
To provide expert consultancy and guidance on aviation law and organizational structures to Member States. The role involves reviewing current situations, identifying gaps, and advising on corrective actions to enhance civil aviation regulatory frameworks.
Responsibilities
Review the current state of aviation law and organizational structures (PQs and CAPs). Provide consultancy and guidance to correct deficiencies in PQs. Advise on the separation of functions between regulators and service providers, and on the independence of accident investigation organizations. Assist in drafting necessary legislation and regulations. Provide guidance on national rule-making processes and training requirements. Coordinate with the Project Coordinator and prepare project reports.
Work Experience
Minimum 10 years of experience in applying Air Law and at least 5 years in drafting aviation law. Experience in a senior position within a civil aviation organization's legal department or similar aviation-related entity. Experience in formulating civil aviation policy, drafting basic aviation legislation, preparing organizational structures, operating regulations, and training plans. Experience in developing action plans for structuring civil aviation regulatory organizations. Thorough knowledge of ICAO SARPs and guidance documents related to establishing civil aviation organizations.
Skills
Professionalism, Communication, Teamwork, Planning and Organizing, Accountability, Client Orientation, expertise in Air Law and aviation regulatory frameworks, knowledge of ICAO SARPs and guidance documents, experience with USOAP CMA.
