ICAO Roster-Director of Civil Aviation

Organizational Context

Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs. The Field Personnel Section (FPS/FRU) recruits international experts and manages the ICAO Roster of Experts.

Job Purpose

To review and develop national civil aviation development frameworks, including financial proposals, and present them to government authorities for endorsement by ICAO. The role involves providing expert guidance on civil aviation planning and development.

Responsibilities

Review civil aviation planning, develop national civil aviation development frameworks, prepare financial proposals for capital investments and human resource development, present frameworks and proposals to government authorities, and ensure ICAO endorsement of the development framework.

Work Experience

Minimum of 15 years of experience at a managerial level within a civil aviation administration, focusing on national civil aviation development planning. Requires substantial experience in multi-disciplinary policy and strategy formulation, familiarity with economic and technological trends in civil aviation, and experience with civil aviation organization structuring and human resource planning.
