ICAO Roster-eBorder Specialist (Immigration)

Organizational Context

Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for these projects and manages the ICAO Roster of Experts.

Job Purpose

This consultant role focuses on the eBorder system (Immigration) within a project. The expert will analyze requirements, model systems, and oversee the development of project activities related to eBorder systems.

Responsibilities

Analyze requirements and model systems for eBorder (Immigration). Coordinate and oversee the development of project activities. Establish plans for introducing information and automation systems for eBorder, including APIS, PNR, and AQQ. Define technical requirements and prepare terms of reference for international bidding. Prepare reports on activities, results, and recommendations. Review and endorse reports from other consultants.

Work Experience

At least 5 years of experience in developing and implementing eBorder systems or programmes is essential. Knowledge of ICAO standards, recommended practices, procedures, and manuals is also required.
