Organizational Context

Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for Capacity Development and Implementation projects in Civil Aviation.

Job Purpose

To provide expertise in flight operations inspection, review aviation legislation, and conduct training for national inspectors. The role supports the development and implementation of technical assistance projects related to civil aviation safety and operations.

Responsibilities

Review and revise civil aviation legislation and flight operations regulations to conform to ICAO standards. Assist in conducting workshops and on-the-job training for flight operations inspectors. Advise national inspectors on flight operations certification functions, including airmen certification and operations manual approvals. Assist in developing and executing flight operations surveillance programs. Provide guidance and training during certification and inspection missions. Advise on the review and approval of operations manuals and training programs.

Work Experience

At least 5 years of experience in preparing or implementing rules, regulations, operating manuals, and flight/ground procedures for flight safety, inspection, and certification. Experience as a government flight operations inspector, in accident investigation/prevention, and safe transportation of goods by air is required. Knowledge of requirements for personnel licensing, training, and competency maintenance for flight crews is needed. Experience in preparing and approving flight operations manuals and training programs is also required.
