ICAO Roster-ATS Incident and Accident Investigation Expert

Organizational Context

Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for Capacity Development and Implementation projects in Civil Aviation and manages the ICAO Roster of Experts.

Job Purpose

To evaluate the operational safety of Air Traffic Services (ATS) units, identify anomalies, and recommend improvements to enhance safety levels. The role also involves evaluating and improving methodologies for investigating air traffic incidents and inspecting operational safety.

Responsibilities

Evaluate operational safety levels and performance targets of ATS units. Identify operational anomalies that could lead to incidents. Recommend safety improvements using safety management systems. Evaluate and improve methodologies for investigating ATS incidents and inspecting operational safety, emphasizing a 'just cause' approach. Submit reports on safety levels and recommendations for anomaly elimination. Submit reports for improving safety inspection and incident investigation methodologies. Perform other related duties.

Work Experience

At least 10 years of experience in performing operational safety inspections in high-density air traffic control units. Experience in establishing methodologies for ATS incident investigation and developing safety recommendations. Knowledge of ICAO's Integrated Safety Management program, State Safety Program (SSP), and Safety Management Systems (SMS) is essential.
