ICAO Roster-ATS Operational Safety Insp/ANS Certification Expert

Organizational Context

Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for these projects and manages the ICAO Roster of Experts.

Job Purpose

To evaluate the operational safety of Air Traffic Services (ATS) units, identify safety anomalies, and provide recommendations for improvement using a safety management systems approach. The role also involves evaluating and improving methodologies for investigating air traffic incidents and conducting safety inspections.

Responsibilities

Evaluate operational safety levels of ATS units against safety performance targets. Identify operational anomalies in ATS units that could cause incidents. Recommend improvements using safety management systems. Evaluate and improve methodologies for investigating air traffic incidents and conducting safety inspections. Submit reports on safety levels and recommendations for improvement. Maintain secrecy of accessed information.

Work Experience

Essential experience in performing operational safety inspections of air traffic control units with high traffic density. Experience in establishing methodologies for investigating ATS incidents and developing safety recommendations. Knowledge of ICAO's Integrated Safety Management program, including State Safety Program (SSP) and Safety Management Systems (SMS).
