ICAO Roster-ATS Communications Specialist

Organizational Context

Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for Capacity Development and Implementation projects in Civil Aviation and manages the ICAO Roster of Experts.

Job Purpose

To plan and develop requirements for air traffic control communications facilities and networks, and to establish and implement plans for the organization, administration, and operation of AERCOM networks and services. The role also involves assisting with communications training programs and coordinating long and short-term communications requirements.

Responsibilities

Plan and develop requirements for ATC tower, ACC, AFTN/AMHS, RTT, and ATC direct speech facilities, including computerized equipment. Establish and implement plans for AERCOM networks and services. Assist with communications training programs. Liaise with officials on communications matters. Provide guidance on communications requirements. Plan and establish communications requirements for equipment procurement and installation.

Work Experience

Ten years of communications experience in complex facilities, including planning communications systems with automated ATC systems, remote and satellite communications, AFTN, and landlines. Knowledge of real-time programming and computer software/hardware relationships. Familiarity with ICAO standards, recommended practices, and procedural requirements.
