Organizational Context

Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for these projects and manages the ICAO Roster of Experts.

Job Purpose

To survey and describe the current air traffic services system, and to develop proposals for its upgrading and modernization in terms of hardware, software, human resources, training, organizational structure, and management.

Responsibilities

Survey the present air traffic services system, detailing facilities and services. Describe the current organizational structure, manning, and training of the ATS system. Prepare detailed proposals for upgrading and modernizing the ATS system, including cost estimates. Perform other related duties as assigned.

Work Experience

Extensive training and experience in air traffic control (aerodrome, approach, area procedural, radar). Experience at a senior or supervisory level at a major ATC facility or civil aviation headquarters. Familiarity with ICAO air navigation plans, airspace organization, planning, coordination with airspace users and adjacent centers, ATS route network planning, and radar/data processing utilization in ATC. Ability to conduct technical discussions and negotiations with high government officials.
