ICAO Roster-Civil Aviation Human Resources Expert
Organizational Context
Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for these projects and manages the ICAO Roster of Experts.
Job Purpose
To assess and identify human resource deficiencies within civil aviation authorities, and to propose recruitment and training plans to meet personnel requirements for efficient and safe operations.
Responsibilities
Assess current human resources in civil aviation authorities and identify deficiencies. Determine personnel requirements for various fields and disciplines. Propose recruitment and training plans. Develop personnel policies, procedures, and pay scales. Assist in the transfer, recruitment, and training of personnel during interim and start-up phases.
Work Experience
A minimum of ten years of experience in a senior management position within a civil aviation authority or major airports, with responsibilities in planning, administration, or organization of civil aviation services. Experience in manpower development and planning, human resources planning, development, training, and management within a civil aviation department or airport. Experience in preparing and implementing training plans and personnel administration.
