ICAO Roster-Civil Aviation Adviser

Organizational Context

Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for these projects and manages the ICAO Roster of Experts.

Job Purpose

To advise and assist civil aviation administrations in the planning and development of national civil aviation projects. The role involves coordinating technical work, guiding national staff, and ensuring the timely completion of project deliverables.

Responsibilities

Prepare work programs for national projects, including timelines and documentation. Review and revise project plans with civil aviation departments and steering committees. Define duties for technical experts and national staff. Coordinate technical work and review working papers. Provide guidance to management and technical staff. Ensure progress towards project completion and acceptable product delivery. Coordinate the preparation of final documentation and complete any missing sections. Perform other related duties as assigned.

Work Experience

Minimum of ten years of experience at a managerial level within a civil aviation administration, focusing on national civil aviation development planning or equivalent. Requires substantial experience in multi-disciplinary policy and strategy formulation and planning within the civil aviation sector. Familiarity with modern management principles and techniques related to civil aviation management and operations is necessary. Experience fostering good working relationships with civil aviation staff is also beneficial.
