Organizational Context

Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for these projects and manages the ICAO Roster of Experts.

Job Purpose

To assess airport infrastructure and services related to aeronautical meteorology, identify deficiencies, and recommend remedial actions to ensure compliance with ICAO standards and procedures. The role supports the development and implementation of technical assistance projects in civil aviation.

Responsibilities

Assess current airport meteorological capabilities against Annex 3 requirements. Identify necessary changes to improve deficiencies and ensure compliance with ICAO SARPs. Develop airport master plan elements related to meteorological services. Determine the operational condition of AIM, ATM, CNS, and MET services. Recommend actions to improve the efficiency of these services.

Work Experience

A minimum of five years of practical experience as a meteorologist, with a total of ten years in weather information analysis for forecasting. This includes experience with MET radar/satellite interpretation, numerical weather prediction, aviation weather hazards, tropical meteorology, aeronautical telecommunications, ATS procedures, WAFC, MWO, and senior-level experience in managing national aeronautical meteorological services. Knowledge of WMO and ICAO technical documents and relevant aviation regulations is required.
