ICAO Roster-CNS/Testing and Flight Calibration Expert

Organizational Context

Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for these projects and manages the ICAO Roster of Experts.

Job Purpose

To provide expert consultancy services for the testing and flight calibration of Communication, Navigation, and Surveillance (CNS) and Air Traffic Management (ATM) equipment and facilities. The role involves formulating national objectives, developing work programs, monitoring progress, and ensuring compliance with ICAO standards.

Responsibilities

Formulate national objectives, plans, and policies for CNS/ATM equipment installation, construction, and maintenance. Develop total installation work programs and monitor their execution. Manage the acquisition, construction, and relocation of equipment. Analyze financial and physical progress, prepare procurement specifications, and establish radio frequency management requirements. Develop and maintain airways facilities configuration management systems and prepare detailed engineering specifications. Assess life cycle costs, monitor systems development, and review reprogramming proposals. Conduct engineering analysis of field operations, provide technical maintenance instructions, and develop maintenance standards. Authorize modifications to subsystems and components, and perform other related duties.

Work Experience

At least 10 years of minimum experience handling CNS and ATM systems. Five years of management experience in the CNS and ATM field. Knowledge of relevant ICAO provisions on CNS/ATM is essential.
