ICAO Roster-Aviation Training Expert
Organizational Context
Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for Capacity Development and Implementation projects in Civil Aviation and manages the ICAO Roster of Experts.
Job Purpose
To provide expertise in aviation training, including assessing human resource needs, developing training standards and curricula, and implementing comprehensive training programs for civil aviation staff.
Responsibilities
Determine human resource and training needs in aviation specialties. Establish training standards, curricula, and student selection methods. Evaluate and organize existing training programs and facilities. Plan and implement training programs for civil aviation staff. Conduct courses and provide instruction. Plan training aids units. Manage training center properties and equipment. Advertise training and employment opportunities. Prepare training regulations and maintain records. Liaise with local training institutions. Decide on graduate status and evaluate course effectiveness.
Work Experience
Professionally qualified and experienced in at least one major aviation specialty with proven knowledge of modern instructional techniques. Experience in collecting, preparing, and analyzing human resources data, aviation training methods, synthetic training devices, audio-visual aids, curriculum development, and aptitude testing. Extensive civil aviation experience, including managing training centers. Knowledge of the air transport industry job structure, training programs, and ICAO Annex I requirements for personnel licensing.
