Organizational Context
Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for developing, implementing, monitoring, evaluating, and closing Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for Capacity Development and Implementation projects in Civil Aviation and manages the ICAO Roster of Experts.
Job Purpose
To provide an updated, comprehensive airport master plan that optimizes existing sites and maximizes the capacity of expanded airports. The plan will address future air transportation needs, socioeconomic development, cost minimization, flexibility, safety, security, efficiency, reliability, environmental sustainability, and harmony with surroundings.
Responsibilities
Lead the development and execution of a work plan for an updated airport master plan. Optimize airport sites to maximize capacity, considering future industry needs, socioeconomic impact, cost-effectiveness, adaptability, safety, security, efficiency, reliability, and environmental sustainability. Coordinate with ICAO's local office and stakeholders for input and feedback. Prepare and lead the final report preparation.
Work Experience
Minimum of 10 years of experience in airport master planning and engineering, aerodrome management, operations, and maintenance in a managerial position at a major international airport. Requires thorough knowledge of ICAO Standards and Recommended Practices (SARPs) and related guidance material, as well as considerable experience in planning and managing national civil aviation systems and facilities, and evaluating aerodrome operations, airspace, navaids, terminal building operations, and airport environmental issues.
