ICAO Roster-Air Navigation Services (ANS) Expert
Organizational Context
Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for these projects and manages the ICAO Roster of Experts.
Job Purpose
To provide expert consultancy services in Air Navigation Services (ANS) to support ICAO's technical assistance and cooperation projects. The role involves ensuring operational safety, regulatory compliance, and the effective implementation of air navigation plans and facilities.
Responsibilities
Ensure operational safety of airports and air navigation facilities and services. Conduct safety, security, and facilitation regulatory and inspectorate functions. Implement ICAO USOAP Corrective Action Plan and evaluate ANS deficiencies. Coordinate and direct ANS Directorate functions, including regulatory and inspectoral roles for ATM, CNS, Aerodromes Safety, Facilitation, and Aviation Security. Manage ANS functions and supervise associated departments. Develop policies, procedures, and regulatory measures for ANS. Plan and implement ANS human resources recruitment, retention, and training. Evaluate ATC training programs. Initiate actions for efficient implementation of Regional Air Navigation Plan requirements. Develop and update operational requirements. Coordinate with users, government agencies, and neighboring states on ANS requirements. Prepare work plans and reports.
Work Experience
At least seven years of progressive aviation professional experience in air navigation services planning and regulatory compliance within a civil aviation authority, air carrier, or airport. Requires detailed knowledge of ICAO Standards and Recommended Practices, Regional Air Navigation Plans, and ICAO Annexes. Experience in establishing and evaluating air traffic control training programs, planning, developing, implementing, and operating air navigation facilities and services, and participating in ICAO regional and global planning processes is essential. Experience in planning and operating search and rescue services is also required.
