ICAO Roster-Aeronautical Meteorology (Instruments) Expert

Organizational Context

Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for Capacity Development and Implementation projects in Civil Aviation and manages the ICAO Roster of Experts.

Job Purpose

To provide expert technical review and advice on aeronautical meteorological systems and instruments. The role aims to identify deficiencies, recommend improvements, and ensure compliance with ICAO standards for enhanced MET services efficiency.

Responsibilities

Conduct technical reviews of aeronautical meteorological systems and instruments. Provide on-site advice to state authorities. Identify necessary changes or remedial actions to improve detected deficiencies and ensure compliance with ICAO SARPs. Determine the operational condition of AIS, ATM, CNS, and MET services. Recommend actions to improve MET services efficiency.

Work Experience

Minimum of ten years of experience at a managerial level within a civil aviation administration, focusing on planning AEROMET development. Requires substantial experience in planning MET facility upgrades, maintenance, logistics, and human resource needs, as well as knowledge of MET training. Must have substantial experience with the organization, administration, and operation of national AEROMET, and be familiar with ICAO SARPs and PANS. Experience in preparing long-term AEROMET development plans and knowledge of MET instrumentation provision, siting, maintenance, and calibration are desirable.
