ICAO Roster-Aviation English Proficiency Expert

Organizational Context

Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, and evaluates Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for these projects and manages the ICAO Roster of Experts.

Job Purpose

To serve as an Aviation English Proficiency Expert, conducting English proficiency testing and assessments for flight crew and aviation personnel. The role supports recruitment, develops training materials, and enhances English language assessment capabilities within the aviation sector.

Responsibilities

Conduct English proficiency testing and assessments for aviation personnel. Assist in recruiting national candidates and preparing requirements for English language labs. Prepare job descriptions for English language teaching staff and develop their assessment skills. Create record-keeping systems for test results and provide training and workshops on English language proficiency assessment.

Work Experience

At least ten years of experience teaching and evaluating English as a second language, preferably in an international aviation operational environment. Knowledge of ICAO documents and language proficiency requirements, familiarity with English proficiency rubrics, and ability to develop and administer testing content and methodologies are essential. Must be able to consistently determine examinee scores and make recommendations.
