ICAO Roster-CNS/Surveillance Systems Expert

Organizational Context

Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for these projects and manages the ICAO Roster of Experts.

Job Purpose

To provide expert consultancy services for the formulation, development, and implementation of national objectives, plans, policies, programmes, and procedures related to CNS equipment and facilities. The role involves developing work programs, monitoring progress, and ensuring compliance with ICAO standards for civil aviation.

Responsibilities

Formulate national objectives, plans, and policies for CNS equipment installation, construction, and maintenance. Develop total installation work programs, monitor acquisition and construction schedules, and manage in-transit materials. Analyze financial and physical progress, prepare procurement and engineering specifications, and review reprogramming proposals. Conduct engineering analysis of field operations, provide technical maintenance instructions, and develop maintenance standards and validation requirements.

Work Experience

Essential: Managerial experience in the CNS technical/operational field within a civil aviation authority or air navigation service provider. Ten years minimum experience in complex CNS systems with specialization on surveillance systems (radar/ADS/SMR and ACAS). Five years of experience at a supervisory or managerial level in CNS planning, installation, and maintenance of surveillance systems. Knowledge of ICAO CNS/ATM documents.
