Organizational Context

Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for these projects and manages the ICAO Roster of Experts.

Job Purpose

To ensure assigned companies meet government flight safety regulations regarding maintenance, preventive maintenance, and alteration programs. The role involves making recommendations on operational specifications and evaluating the adequacy of maintenance facilities, procedures, and manuals.

Responsibilities

Ensure companies comply with flight safety regulations for maintenance and alterations. Recommend approval or disapproval of operations specifications. Determine if operators meet regulatory requirements for maintenance facilities and procedures. Review and assess technical services program manuals. Evaluate new technical services facilities and contract arrangements. Inspect and surveil continuous airworthiness maintenance programs. Evaluate trends indicating deterioration of maintenance programs and suggest corrections. Participate in accident/incident investigations and recommend actions. Determine if overhaul and inspection time limitations can be extended and suggest conditions for approval.

Work Experience

Minimum of five years of experience with national/multinational regulations (e.g., FARs, JARs) and familiarity with ICAO rules. Knowledge of aircraft certification methods, maintenance reliability programs, composites, structure repairs, and accident investigation. Experience in general aviation, agricultural aviation, and preferably helicopter experience. Minimum of two years recent experience in a position of authority. Over five years of recent experience conducting airworthiness inspections for various air carrier aircraft, including large air carriers. Experience with an international air carrier operation is desirable.
