ICAO Roster-Approvals of Maintenance Organizations Expert

Organizational Context

Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for Capacity Development and Implementation projects in Civil Aviation and manages the ICAO Roster of Experts.

Job Purpose

To provide expert advice and assistance in establishing and managing quality control and assurance within aircraft maintenance organizations, ensuring compliance with ICAO standards and developing essential maintenance procedures and documentation.

Responsibilities

Establish and manage quality control and assurance within a maintenance department. Review and amend engineering manuals to comply with ICAO standards. Develop maintenance manuals for aircraft types. Provide guidance on establishing centralized maintenance record and planning sections. Develop procedures and train quality control inspectors. Assist in establishing a central maintenance reference library. Produce and execute maintenance audit plans. Develop maintenance procedures for staff. Establish training programs for aviation maintenance personnel. Review and recommend optimization of maintenance staff roles. Supervise project output implementation.

Work Experience

Ten years of experience in aircraft and aeronautical product maintenance and quality control/assurance in an airline environment, with at least five years in management. Experience with an ICAO member state's airworthiness maintenance regulatory authority is advantageous. Extensive knowledge of airworthiness maintenance regulations and standards, with experience in writing maintenance procedures. Thorough knowledge of ICAO Standards and Recommended Practices (SARPs) related to airworthiness maintenance inspection.
