ICAO Roster-Air Law Expert For Development of Civil Aviation
Organizational Context
Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for these projects and manages the ICAO Roster of Experts.
Job Purpose
To provide expert legal advice and assistance in the development and amendment of civil aviation legislation for Member States. The role supports the establishment of effective national civil aviation organizations and ensures compliance with international aviation standards.
Responsibilities
Study existing aviation legislation, advise on amendments to establish state civil aviation organizations, assist in creating a library of air legislation documents, and provide on-the-job training to national counterparts.
Work Experience
At least ten years of senior-level experience in a national civil aviation authority legal department, airline, or similar aviation organization. Requires at least three years of experience drafting civil aviation legislation (personnel licensing, flight operations, continuing airworthiness) and reviewing detailed regulations. Familiarity with ICAO Annexes, Conventions, and related acts is essential.
