ICAO Roster-ePassport Specialist

Organizational Context

Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for Capacity Development and Implementation projects in Civil Aviation and manages the ICAO Roster of Experts.

Job Purpose

This role is to provide expertise in systems analysis for identity management, civil registration, and ePassport issuance. The specialist will analyze existing systems and processes, design new ePassport issuance operations, and define security requirements, contributing to project proposals and bidding documents.

Responsibilities

Analyze identity management, civil registration, and ePassport issuance systems. Model current and future ePassport processes and facilities. Design ePassport issuance operations and security features, including Public Key Infrastructure (PKI). Define business requirements and contribute to terms of reference for international bidding. Propose transition plans and technical specifications. Develop project proposals and progress reports.

Work Experience

A minimum of five years of professional experience in the implementation of e-passport systems or related fields is required. This includes advanced knowledge of various systems involved in ePassport implementation, familiarity with ICAO standards, recommended practices, procedures, and manuals, and the ability to perform systems analysis at the field level.
