ICAO Roster-National Aviation Security (AVSEC) Expert

Organizational Context

Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for these projects and manages the ICAO Roster of Experts.

Job Purpose

To assess and improve national aviation security arrangements and programs. The role involves identifying and correcting deficiencies, advising on security planning and organization, and developing security documentation and training.

Responsibilities

Assess national aviation security arrangements, identify and correct AVSEC deficiencies, advise on security planning and organization, develop security plans and documentation, review security measures for mail and cargo, review in-flight security measures, propose organization and manpower development plans, and organize and present training courses.

Work Experience

Requires at least six years of experience in an airline, airport, government, or civil aviation organization, with supervisory and instructional experience in air and ground security. Must have proven experience in planning, organizing, and implementing security practices, knowledge of security devices and equipment, and the ability to implement threat response procedures. Working knowledge of ICAO Standards and Recommended Practices (SARPs) related to Aviation Security is essential. Experience in a developing country is desirable.
