ICAO Roster-Search and Rescue (SAR) Expert
Organizational Context
Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for Capacity Development and Implementation projects in Civil Aviation and manages the ICAO Roster of Experts.
Job Purpose
To serve as an expert consultant on the ICAO Roster for Search and Rescue (SAR) matters. The role involves evaluating current SAR systems against ICAO standards, providing guidance for improvements, and assisting state authorities in developing and implementing SAR initiatives.
Responsibilities
Evaluate SAR systems against ICAO Annex 12 Standards and Recommended Practices (SARPs), identify shortcomings, and provide guidance for resolution. Offer sample documents and agreements to assist state authorities. Discuss prospective SAR initiatives with state authorities and perform other related duties.
Work Experience
Extensive management or supervisory experience in search and rescue services, including planning, operations, monitoring, and evaluation. Experience in data collection and evaluation during SAR operations and planning. Auditing or inspection experience with knowledge of auditing techniques. Sound knowledge of administrative and operational requirements of SAR organizations, international conventions related to SAR, and ICAO documents, particularly Annex 12 and the IAMSAR Manual.
