ICAO Roster-Performance Based Navigation (PBN) Expert
Organizational Context
Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for Capacity Development and Implementation projects and manages the ICAO Roster of Experts.
Job Purpose
To provide expertise in Performance Based Navigation (PBN) for flight validation, operational approval courses, procedure design, and implementation. The role supports the development and execution of aviation projects within the ICAO framework.
Responsibilities
Provide PBN flight validation, conduct PBN operational approval courses, design and implement PBN procedures, and perform other related duties as assigned.
Work Experience
Essential significant aviation experience as a pilot or air traffic controller. Significant experience as an instrument flight procedure design specialist with extensive knowledge of ICAO PBN requirements, PANS-OPS, ICAO RNP AR Procedure Design, and Flight Procedure Design Quality Assurance. Significant experience as an instrument flight procedure design instructor and in the development of PBN RNP-AR approaches. Experience as an air traffic controller and working with foreign CAAs are desirable.
