ICAO Roster-Airspace Planning Expert
Organizational Context
The Field Operations Section (FOS) within the Capacity Development and Implementation Bureau (CDI) is responsible for developing, implementing, monitoring, evaluating, and closing Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for these projects and manages the ICAO Roster of Experts.
Job Purpose
To provide expertise in air traffic control and airspace planning for the development and implementation of technical assistance projects. The role involves reviewing and developing regulations, conducting workshops, and preparing training materials related to air navigation services.
Responsibilities
Review existing regulations and conduct gap analysis on PANS-OPS and airspace organization. Develop draft regulations. Conduct workshops with stakeholders. Collect material for air navigation services certification. Develop inspector manuals, procedures, and checklists for ANS certification and surveillance. Conduct workshops for ANS inspectors.
Work Experience
Extensive training and experience in air traffic control. Experience at a senior or supervisory level at a major ATC facility or civil aviation headquarters. Familiarity with ICAO air navigation plans, airspace organization and planning, coordination with airspace users and adjacent centers, ATS route network planning, and radar/data processing in ATC. Ability to conduct technical courses and prepare training material.
