ICAO Roster-Flight Safety Expert

Organizational Context

Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for these projects and manages the ICAO Roster of Experts.

Job Purpose

To review and update flight safety regulations, standards, and practices. This role will assist in developing and upgrading safety programs, identifying deficiencies, and providing expertise on civil aviation safety regulations and their application.

Responsibilities

Review and update flight safety regulations and ICAO Standards and Recommended Practices (SARPs). Assist in improving industry practices and developing safety programs. Help plan for correction of deficiencies and improve safety regulations for accident investigations. Conduct training and workshops, provide consultations, and prepare technical guidance documents related to civil aviation safety regulations.

Work Experience

At least 10 years of flight crew experience, preferably as pilot-in-command on large heavy jet modern aircraft. Experience as a flight check/training captain or government flight examiner/inspector is useful. Management or supervisory experience in an airline or civil aviation department related to flight safety regulations, inspection, and certification is required. Knowledge of legal responsibilities and administrative procedures for flight operations documents, personnel training, licensing, and accident investigation procedures is also needed.
